SIRENE Bureaux: The Human Link in the Schengen Information System

SIRENE stands for Supplementary Information Request at the National Entries. Each state participating in the Schengen Information System (SIS) has established a national SIRENE Bureau, operational 24/7, to manage the exchange of information and coordinate activities resulting from SIS alerts. Europol has also established its own SIRENE Bureau to facilitate cooperation.

The Importance of Cooperation

Effective collaboration through the SIRENE network is fundamental to the successful operation of the SIS. Cooperation between member states, as well as between states and Europol, can occur on a "one-to-one" or "one-to-many" basis, always linked to specific SIS alerts. To ensure rapid, confidential, and efficient case management, all communication is conducted via standardized forms through a highly secure network.

Key Responsibilities of National SIRENE Bureaux

The SIRENE Bureaux act as the operational heart of the system, with tasks including:

  • Provision of Supplementary Information: Exchanging detailed data related to specific alerts that cannot be stored directly in the SIS.

  • Alert Validation: Ensuring that alerts concerning individuals are accurate and legally justified.

  • Post-Match Coordination: Liaising with the issuing state once a "hit" (match) occurs and the required actions have been taken.

  • Problem Resolution: Contacting the issuing state when mandatory actions cannot be immediately executed.

  • Data Quality Oversight: Monitoring the integrity, quality, and compatibility of alerts within the system.

  • Cross-Border Coordination: Managing and overseeing operational activities that cross national boundaries.

  • Data Rights Management: Processing requests from individuals regarding access to their personal data.
